Neighbour collective or neighburs collective

Hello,

I would like to set up a neighbourhood community and have a question - which form is correct one - a neighbour collective or neighbours collective? My guess is that the first one is correct, or more adequate. Thanks in advance!

"neighbour collective" doesn't sound very good to me. "neighbours' collective" would be grammatical, but then there is the issue with the apostrophe, which some people might find fussy. What about "neighbourhood collective"?
