'negotiations to withdraw'

'It will not be rushed into negotiations to withdraw.'

I saw the sentence and I looked up the word negotiation and it is used in 'negotiation on nouns', not 'negotiation to do', so I was wondering if the sentence is grammatically correct?

And if so, do to withdraw modify negotiations behind?
