Negotiating/negotiation

Hello!
I'm not sure if there is a rule on whether one should use negotiating or negotiation in the following collocations:

negotiating or negotiation strategy
negotiation/negotiating tactics
negotiating power, negotiation power or power of negotiation
negotiating/negotiation skills
negotiating/negotiation practice
negotiating/negotiation system.

Or should I simply choose and be consistent?

The two words are different parts of speech.

Negotiation = NOUN.
to Negotiate/ Negotiating = VERB.

ex.
Negotiation strategy (it is a thing, not an action)
Negotiation tactics (again, a thing not an action)
Negotiation practice (a thing)

It appears that everything on the list will use negotiation because system, practice, skills, etc are all nouns.

Noun phrases like these, are, to me, perfectly good English. For example:

"We had a good negotiating strategy."

"Our negotiating tactics were poor."

I can't really give a logical reason why on

I wouldn't feel confident about making a universal rule like that. One would need to see the context of each individual use.

With these questions it would be helpful to see full sentences.

The most usual form of words is "negotiating power".

"negotiating/negotiation system" doesn't seem so clear-cut to me. I think I'd usually choose "negotiating" -- but, as I say, I'd prefer to see the whole sentence.
