Negotiate..Terms With..

"People familiar with the matter said Goldman negotiated flexibility in certain terms with Harbinger, including relating to the bank's ability to pull money."

Should "with Harbinger" be read with "certain terms" or "negotiated"?

Hi, I didn't look at the link. Just looking at the sentence, I have no doubt that the negotiations were with Harbinger. I don't think the rest of the sentence is well-written.

I didn't look at the link.

Just looking at the sentence, I have no doubt that the negotiations were with Harbinger.

I don't think the rest of the sentence is well-written.
