Negligent in gerund meaning

(1) The school was negligent in informing the child’s parents of his academic performance.
(2) The school was negligent in not informing the child’s parents of his academic performance.
I would like to state that the school DID NOT inform the parents of the child's academic performance often. Which one reflects things I want to say more, (1) or (2)? I am confused. Could you help me clarify it? Thanks.
