What's the difference when using either and neither in a negative sentence, for ex. may I say: "I could see neither of the dogs" , and "I couldn't see either of the dogs" , is it the same meaning? Are they always interchangeable? Thanks.

Interchangeable, although the first might be preferred for its elegance in written English. 'Neither' simply means 'not either'.
