Negation in Exclamatives?

Hello, is it possible to use "not" in exclamatives like the sentence below?


How not honest John is!


If my understanding's right, the following sentence is unacceptable.


*How tall John is not!

"John is not honest!"


"John is not tall!"


"How dishonest John is!"
