Negation

Hello,

1.The dress was too striking not to attract attention.

We generally use 'to' with 'too ... to' in order to show the excessiveness of something in a negative meaning.

The use of 'not' before 'to' has some special meaning which I am not able to undestand.

Could anyone please explain it?

This we can write under this grammatical rule
Too+adjective+to+verb
e.g....he is very tired so he can not do his work.
we can write it like this..He is too tired to do his work..
so for your sentence it could be like...The dress was too striking to attract attention..if m wrong anyone plz correct.
