Negation

Are these sentences correct:

1-I don't understand what he says when he mumbles.
2-I don't understand what he says every time he mumbles.
3-I don't understand what he says on all the occasions when he mumbles.

I think "2" and "3" are ambiguous and could also mean I sometimes don't understand what he says when he mumbles.
