Negation

Hi,

What's the difference in meaning between the following sentences?

A: Not a month went by without another factory closure.
B: A month didn't go by without another factory closure.

I'd appreciate your help.

Actually I'm trying to draw some similarity between the above pair and the following one.

A: Not all of the meat was fresh. (meaning some of the meat was fresh)
B: All of the meat wasn't fresh. (meaning none of the meat was fresh)

I can readily see they are not identical in meaning in this case, but in the original exampl
