what does "needle movers" mean in the sentence: "Focus on the needle movers"?

I haven't heard the phrase, but my guess is that a needle mover is an action that causes a needle on a gauge to move. ie an action that gets a clear and definite result. eg When you press the accelerator in a car, the needle on the speedometer moves.
