I think it would be more accurate to remove the 'for' and simply say

The City Council voted to pay both the principal and the interest.

I was taught princiPAL was a person, and princiPLE was the thing.

Maybe that works some of the time, but principal is not always a person. Consult a dictionary for which definitions take which spelling.
