Needed vs Needs?

I took this test (http://www.englishpage.com/verbpage/verbs3.htm) and the answer was "The doctor said that Tom was too sick to go to work and that he needed to stay at home for a couple of days."

The question is, shouldn't it be "The doctor said that Tom was too sick to go work and that he NEEDS (instead of needed) to stay home for a couple days."?

Im trying to improve my English skills. Many thanks in advance.
