Need vs needs

  1. Foreigners who wish to replace their lost, damaged or defaced licences will need to head to the TP headquarters, as the (traffic police) TP needs to verify that the applicant holds a valid student pass, long-term visit pass or work pass at the point of replacement.

    Shouldn't the verb be "need" instead of "needs", as it relates to "police"?
