Need ur Consultation regarding this verse

"The Truth recognised by the experts" this is the statement , Our translator translated this verse in our language, the problem is he translate in Present Tense but i felt this verse in past tense.
But he told me, "some Active voice and Passive Voice" pls explain this statement have the meaning of present tense or past tense
