I look at it this way. have to is stronger than need to. have to imposes a duty. need to suggests that a certain course of action will bring about a benefit.

You have to stop at a stop sign. Most people would not say that you need to stop at a stop sign. The speaker here regards it a duty to follow traffic rules.

You need to get a haircut. It is not a duty to get a haircut, so most people would not say that you have to get a haircut. The speaker here suggests that you will look better if you get a haircut.
