Need the correction of following line

But I think ‘ABCNGO is highly satisfied with NGO Affairs Bureau not for Bureau’s supportive manner rather/but for Bureau’s non-controlling manner’.

'laissez-faire approach" may not appropriate to serve my purpose. I wanted to depict that ABC NGO is satisfied with bureau. reason is that bureau does not take any account of ABCNGO where bureau is supposed to control strictly NGOs activities.
