Does "need not be entirely lost to" mean "need not be defined only in the framework of and limited to" ?

Context:

one might say that the notion of a relational art practice need not be entirely lost to Bourriaud’s particular association with certain artists. In other words, its theorised precepts are simply open to practical interpretation and application.
