Grammar

Need lots of guidance

when do we use could, would and might? When do we use will, can and may?

Eg. Why do we write...

-The minister will be attending the conference.
-The minister would be attending the conference.

When do we use will and would?

The same goes for could and might ??? when do we use it?

Another grammar question.

When do we use?

- John is considered for the post of marketing manager.

- John was considered for the post of marketing manager.

Why do we put a past tense behind a present tense? Eg. is considered.

When do we use Eg. "is considered and was considered"

The same goes...

why do we somtimes say "has published" and not "had published"?

Please help me. Thank you so much.
