Need help with word choices

Who dares say it's a myth! It's been a fact for decades. It's never the culture(more 'prominent' in certain province) of eating cats and dogs or tigers that needs be judged by anyone; it's always the most gruesome inhumane unnecessary cruel acts those participants seem without any concern so willing to inflict upon those cats and dogs before they are served on the dining tables that is shocking beyond one could comprehend. Does either prominent or prevalent make sense here. Can culture be used in place of a custom or common practice.
