Need help with this sentence structure

Hi.

please take a look at the following sentence:

"in less than thirty minutes, the brain waves are less active and stretched out"

Now I wanted to know whether it means that brain waves are 'less active and less stretched out' or brain waves are 'less active and are stretched out' ?
