It's a poorly worded question. Tragedies don't have motives. People have motives. Tragedies have causes
The choices are also poor, in my opinion. A is the best of the four, but it is trite and misleading to say that tragedies are caused by misunderstandings.
If you are seriously interested in this topic, it would be a good idea first to decide on a good definition of 'a tragedy'
