Need help polish part of my resume

This is part of my resume called qualifications or summary.
May I have you read it and give me some suggestion?
The first block consist of the essential qualifications they required, the second block (seperated by blank lines Emotion: smile ) consists of asset qualifications they mentioned or I thought I have.
Please feel free to comment. Thanks a lot.
