Need help for Ralph Waldo Emerson's prose "Beauty"

Can any one do me a favor?

What does the term "Such the constitution of all things, or such the plastic power of the human eye......" mean? I'm confused with the highlighted part of this sentence. This is from the second sentence of the sencond paragraph.

Such is the constitution of all things, or such the plastic power of the human eye Perhaps it means that the eye is capable of moulding or shaping ordinary things into beautiful things - a bit like a sculptor.
