Dear Sir:

I refer to your letter reference "ABC" dated XYZ. Please be informed that the shifting of material was done on my direction which was not intentionally or as any ulterior motive, Mr Wang from ABC department requested me to give him material on borrow as i replied besides first team. The jointing was done on my direction on road. But I strictly refuse the allegation of laying and buried of material nor i powered the line.

I can say on oath that this all above done by me unintentionally on the request of aforesaid person and that i have no evidence to prove myself transparent but my only mistake is to joint the material.
