Need help about meaning and construction?

"Anyone performing the condition of the offer can be considered to have accepted."
1. pls tell me the meaning of the sentence?
2. I am specially confused with the "....offer can be......" part.
3. How can I construct more sentence like this way ( i.e. Is there any rule or something)?
