At this time tomorrow I will be walking on Cali-ground. OK. Same meaning as #1.
By this time tomorrow I will be walking on Cali-ground. OK..

Assume it is 4:40 pm right now.
#1 and #2 mean that you will be doing it at 4:40pm tomorrow. But they tell us nothing about when you will start.

#3 means you will be doing it at 4:40 pm, but also suggests you may start doing it before 4.40pm tomorrow.

Sentence 1 doesn't sound quite right to me. At is needed. 2 and 3 are correct, but have different meanings.

At this time tomorrow, I will be walking on Cali-ground. At exactly this time tomorrow, I will be walking on Cali-ground.

By this time tomorrow I will be walking on Cali-ground. Not later than / at or before this time tomorrow, I will be walking on Cali-ground.

Incidentally, I wouldn't use a hyphen.
