Title: “Dysfunctional Upazila System Impeding the Development Policy of Bangladesh: Pattern of relationship between MPs (Member of Parliament) and Upazila Chairman.”

Local government in Bangladesh has a long history dating back to the late 19th century on the basis of “Gram (Village) Panchayet Act 1970. Since then, the local government changed in many ways. The Constitution of Bangladesh emphasizes the need for establishing local government with a representative character (Chapter 3, Article 59).

A major step in the history of decentralization was the introduction of a new local government ordinance in 1982. Upazila Parishad was initiated an intermediate tier between the union and higher levels of government. The BNP-led government also abolished the upazila system shortly after coming to power in 1991. In 1998, the AL-led government reinstated the upazila system. Most recent Upazilla Parishad act enacted in 2009. Upazilla Parishad has been promulgated as a focal point for ensuring development at grass roots level. But Upazilla Parishad is failing to perform it’s desirable role due to numerous reasons like lack of resource mobilization, less peoples participation, lack of transparency and accountability etc.

According to the law, no development plans can be taken or no programs can be implemented by the Upazila Parishads without the advice of the concerned MPs, and even any communication between Upazilas and the government must be informed to the MPs. This act explicitly contradicts the notion of modern government. Some Upazila chairman claimed, “Due to the illegal interference of ruling political leaders the local government body has become dysfunctional”. Local government bodies have virtually no power to plan and execute development actions or to formulate their budgets independently. I will focus on finding the gap between policy and current practice. At the same time,

I will try to find the way to minimize the gap. My most important concern will be “determine the ideal pattern of relationship between MPs and Upazila chairman in Bangladesh”. MPs could play an advocacy role. They could help central government to choose the local project on priority basis. My proposed research finding will help to demarcate the authority of MPs and Upazilla Chairman and it will assist to establish a strong mechanism of coordination between MPs and Upazilla Chairman.

The chosen topic is very closely related to Master's Program of Public Policy (MP2. Students receive advanced training and guidance in the technical and practical skills required for public policy analysis, design, and implementation. MP2 provides a strong platform for advanced policy research. In addition to policy workshops, students receive specialized guidance through a program of independent study. This Masters degree provides excellent opportunity for grooming one’s research skills which could make me a suitable person to carry out research on my selected topic.

To be honest, Migration and Cultural relation is not my core field. But still this field is enough correspondence to my previous background. Public administration is a multi disciplinary subject. It covers the core courses of Social Sciences like Sociology, Political Sciences, Research Methodology, Statistics, Gender studies, Governance and Project Management etc. I truly believe it will not be problematic for me to carry out the study on Migration and Cultural relation.
