Need help!

This paragraph doesn't make sense to me. The 1st sentence says developing products without looking into its market is a mistake. Then taking this a step further(what does "this" refer to?), it seems things could be sorted out by certain means. At last, "the more compelling the business case", is it sort of grammatically incomplete? Where is the verb?

Anyone could cast some light here? Thank you a lot!
