"need have called" vs. "had needed to call," difference?

Mary waited for ages but he didn't come.

She thought that if he wouldn't come, <he need have called her to inform his not coming.>

or <he had needed to call her to inform his not coming.>

Do those two expressions have a difference of meaning?

The former used "need" as auxilary verb, and the latter used "need to do" as past perfect tense.
