Need clarity

People are shocked..
People got shocked..
Know both are correct.. But does it have any difference in meaning??

I would say "People are shocked" to describe a present situation. I would say "People were shocked" to describe a past situation. I would not say "People got shocked" unless they had touched an electric fence.
