Need better expression for this

Question

(1) development is the best policy  (2) development is the best choice  (3) development is the only way to go.      I'd like to know a slogan or a saying like these in English speaking countries.

To simply put, "development = getting rich", because China then was in a great tangle, in which they discussed whether China should allowed capitalism to develop in China. Finally they decided to accept Deng Xiaoping's opinion -- "One country, two systems" (two systems = socialism + capitalism), so as to get rid of penury. They succeeded.

You know Chinese communist party had been showing zero tolerance to capitalism. At that time, they touted how happy Chinese people were and how miserable American people suffered from capitalism. Lies have short legs, after all. Since Mao Zedong passed away, CCP's lies came out in the wash. But if China carried out capitalism like the US did, CCP would feel to hang themselves. So a seemingly endless heated debate followed. They wasted many time, while China became poorer and poorer. Then Deng stood out, saying, "Regardless of you are a white cat, or a black cat, you are a good cat if you can catch a mice." (A "white cat" implied to "one who insists communism', while a "black cat" "one who believes capitalism") . He also said "development is the best policy' , and then, 14 cities along China coast were opened to foreigh capital and got rich in a short time.
