Need answers for these questions

1. I was reading a news article and in it it had the phrase "Administrative officials" and obviously it was referring to (President) Bush Adminstration. My question is why not "the Administrative officials" when it is apparently referring to (President) Bush Administration?

Adminstrative officials said Thusday they have reduced the number ...

2. In the sentence below they have the word "premier" in lower case letters and have been wondering when the words of positions are in capital letters and when they are not.

"They remember the (Mohammed) Mossadeq, who was elected premier, was ..."

For your first question, I'd say that maybe not all of the Administrative Officials said that, so the absence of "the" is about the same as using "some". I can't help you much for your second question, although I guess such a word gets a capital when it's used as a title, and is written in lower case when it's a function...
