Need an adequate adjective

Hello, I have a question about a word I need, and I don't know if it really exist in that form and meaning in English. It is about a location (or site) that can function and be used in the future (e.g. it is viable), in our language it would be something like advantegous/promising/useful... location (or objects such as buildings..), but I am not sure it is right. It is used in military vocabulary. If anyone has any ideas, please help. Thank you.

Example: There are 200 military barracks (locations) in the armed forces. Due to a military reform in the future only 150 will be used (50 will be shut down because they are obsolete and non functional), so those 150 are __________ locations.

I would say simply that they '. . . are still needed'. Or mayvbe '. .
