Need a letter to confirm that / confirming that ...

Sentence 1: I need a letter to confirm that ...
Sentence 2: I need a letter confirming that ...
As per my understanding, "a letter to confirm that" (= a letter which can confirm that) stresses the purpose of the letter, and "a letter confirming that" (= a letter which confirms that) stresses what the letter itself confirms. Is my understanding correct?
My next question is: in our daily conversation, if we want to express we need a letter by which we can confirm that ...., which sentence (Sentence 1 or Sentence 2) is normally used?
