There is not a simple answer that covers everything.

ON -
1) The TV is not on. Please turn the TV on.
2) Where is the book? It is on the table.

AN - Use AN, not A, if the next word begins with a vowel sound.
1) a red apple; an apple
2) a car; an ugly
