Need

Hi,

"Software is more concerned with the programs which the computer system needs to fulfil its day-to-day commitments." [From Computer Programming Fortran by A.S. Radford.]

What is the object of the verb "needs" in the sentence? Is it "the programs" or "to fulfil its day-to-day commitments"?
