Necessity of "who are"

Is "who are" necessary below:

"The coach teaches rookies coming along."
"The coach teaches rookies who are coming along."

The usual rule seems to be that if the -ing portion consists of a single word then "who are" is highly necessary. But if the -ing portion consists of several words or more, then "who are" is optional. But the word count of "coming along" seems to be intermediate between the two extremes.
