Necessitate / Dictate

Can 'necessitate' substitute for 'dictate' when used in the following manner?

"His family's poverty dictated that he left school to work at a young age."

I have never come across the construction 'blah blah blah necessitate that blah blah blah.' Perhaps the word can't be used this way.
