Vocabulary

near someone crying

...Tears are a sign of our ability to feel. If you find yourself near someone crying, deal with it. And never be afraid to cry yourself....

I am afraid I don't get the meaning...If someone is "near" me and cries, why should I deal with it? Please advise.
