I think "issue" is OK. Probably I would most naturally choose "matter" though. I don't think I would choose "problem".

lucas21cYou can set your goal [as / however] you want, but it is a different matter whether you can achieve it.I'd use "matter". "as" is OK, but I'd probably use "however".
