Natural sentence

You can set your goal as you want, but it is a different issue whether you can achieve it.

1. Would you check whether the above sentence is correct?
2. Could I replace the underlined 'issue' with 'problem?'

I think "issue" is OK. Probably I would most naturally choose "matter" though. I don't think I would choose "problem".

lucas21cYou can set your goal [as / however] you want, but it is a different matter whether you can achieve it.
I'd use "matter". "as" is OK, but I'd probably use "however".
