Could you tell me which one is natural among the following sentences? Thank you in advance.

"luggage" is uncountable, so you cannot have "one luggage".

You could say, for example, "Does my ticket allow one item of hand luggage and one item of checked luggage?"

How about the following one?

Can I carry one item of hand luggage on board after I delivered one item of checked luggage to the airline?

Can I carry one item of hand luggage on board after I have delivered / after delivering one item of checked luggage to the airline?

"delivering to the airline" sounds slightly unusual to me, or different from the usual procedure, but I suppose it may fit your situation ... I'm not sure.
