Natural expression

Could you tell me which one is more common and natural among the following sentences? Thank you.

1. Students can speak only English during English class.
2. Students can speak only in English during English class.

Both are OK. I think I prefer #2.

I'd consider 'should' instead of 'can'.

I would assume that the situation would only occur in an English class (ESL, EFL), so I'd just say:

Students must speak only English during class.
