Native American edicate

I am responding to an IRS 510c3 application. We are not giving up our red rights to operate in main-stream society non-profit status. So we have to explain to the government cultural
issues of administration.
How would you explain how Native Americans are race, religion, and politics all at the same time? How would you explain how the Indigenous peoples live "charity" daily and not as
a non-profit function?
