That sounds completely wrong to me, but perhaps it's used in journalese.

I get your point but, yes, the nationality of a drone is the country that it came from or the country that was responsible for it

To say that a drone is of unknown nationality is, you are right, contorted English. It means here - we think it came from Russia but, in print, we don't wish to say so
