my wife’s brother-in-law

Can we say, “He’s my nephew-in-law” or “She’s my niece-in-law”? Is it common? If not, what is?

How does a man refer to his wife’s sister’s husband?

Does he have to say, "He’s my wife’s brother-in-law"?
