My teacher's riddleish sign

I was wondering if someone here could explain this. My English teacher has a sign in his classroom with an arrow pointing upwards and text below it says this exactly

If this were water,
would you touch it?

The only things I can think it could be referring to are the sign itself, the wall it's on, the ceiling, something inside the ceiling (like an air vent), the science classroom above it or something inside it, the roof, or the sky.
