Can I say,

My school shirt was wet when it was raining.

You can but I'm not sure it means what you want it to mean.

My school shirt was wet when it was raining means it was (happened to be) wet when it was (happened to be) raining.

If you mean that it was wet by the rain say It got wet when it was raining.

A shirt can be part of school uniform, but school uniform is the combination of articles of clothing which are compulsor
