It is addition: 'to' = +

A + B +C

It is the meaning of "add X to Y to Z to ..." It is an expression of sequential addition with intermediate sums.

Usually we say "add X and Y and Z."

The answer, twelve, can be explained by adding three to three (yielding 6) to four (yielding 10) to two (yielding 12).
