Why don't we say The Cat Mia instead of Mia The Cat when specifying a proper noun? What is the reason for that?

Why don't we say The Cat Mia instead of Mia The Cat when specifying a proper noun? What is the reason for that?

Depending on how it comes up in a conversation or in a text, either way might be used.

Thanks or actually, we say "Richard The Third" but we can't say The Third Richard or can we say I don't know but we can say "The Fourth Closet" or we don't use The Fifth Edward but we use "Edward The Fifth" is it just specific for proper nouns?
